Their multi-year, taxpayer-funded investigation led nowhere and was swept under the rug. The investigators, who were presumably all straight, were looking into chatter about "Friends of Dorothy," but didn't realize that it was a coded phrase gay men used at the time to surreptitiously suss each other out.
